Climate Change

Climate Change poses a growing threat to livelihoods, food security, natural resources and sustainable development, particularly for communities that depend heavily on agriculture and natural resources. Rwanda is already experiencing increasing climate-related risks, including floods, droughts, declining agricultural productivity, ecosystem degradation and damage to infrastructure and livelihoods. These challenges reinforce the need for stronger community resilience and inclusive climate action.

Rwanda’s Vision 2050 aspires to transform the country into a carbon-neutral and climate-resilient economy by 2050, while the revised Green Growth and Climate Resilience Strategy provides a framework for sustainable land and water management, low-carbon development, social protection and disaster-risk reduction. The recently adopted NDC 3.0 (2025–2035) further strengthens this ambition by targeting up to a 53% reduction in net greenhouse gas emissions by 2035, while integrating climate adaptation, mitigation and loss-and-damage priorities across the economy.

Against this national context, CCOAIB builds on its broad network of member organizations and its established convening, coordination and advocacy role to support the implementation of climate priorities at community level. Through its members, CCOAIB strengthens capacities, facilitates knowledge and experience sharing, promotes climate-resilient and sustainable practices, and supports the participation of communities and vulnerable groups in climate-related initiatives. These efforts contribute to advancing climate adaptation, mitigation, green growth and resilient livelihoods, while complementing Rwanda’s national climate commitments and development priorities.

CCOAIB’s strategic contribution lies in translating Rwanda’s climate policy commitments into practical, community-driven solutions. By mobilizing its member organizations and strengthening local capacities, CCOAIB supports vulnerable communities to scale up climate-resilient practices, restore and sustainably manage natural resources, minimize climate-related risks and losses, and build sustainable livelihoods. These interventions advance Rwanda’s transition towards a low-carbon, climate-resilient and inclusive economy, in line with Vision 2050, NST2 and national climate commitments.
